Description
To make a member of gropies more active.

When a new member joins a group, he be given only 5 points to vote other artworks, Increasing his ratings should be given as incentives for number of comments made in a group gallery or/and ratings earned for own deviation.

This will ensure that either active member or proven artist have more value in group polls.

And an admin should be able to set these parameters as shown above. (i.e minumum comments in a pool, or rating points total in group pool for own artwork ) for increasing the rating points a member can vote with.

Example
1. Inital member has only 5 points to vote to any artwork.
2. After 10 comments, he get 7 points.
3. After 30 comment, 100 ratings points earned for own artwork, 8 points.
4. After 50 comment, 300 rating points 10 points.
