INTERCEPT agent and former FBI agent Jane Cagney Lacey was one of the best of the best. As one of the fastest-rising stars in the agency, Jane has a near-perfect service record with capturing several dangerous wanted criminals and terrorists. During an undercover sting operation to stop a weapons shipment from a Columbian drug cartel, she partnered with an up-and-coming rookie agent and former ICPO officer, John Bullitt. She shockingly discovered that the U.S. Military and the upper echelons of the government, linked to the President himself, funded the shipping to find their illegal proxy wars in South America. On her way to her trip to the Senate Arms Committee in Washington D.C., unknown gunmen ambushed her in a drive-by with a barrage of bullets, fatally wounded her. At a nearby hospital, a distraught John grieves over Jane's dying body. As an act of desperation, his trusted Tech officer Natsumi Kirk suggested that Jane have her brain transplanted to an experimental cyborg donated to the agency by Starkwater Heavy Industries to survive. John did not hesitate and gave her consent. After an emergency transport of Jane's barely stable brain to a hi-tech facility in Northern Virginia where INTERCEPT scientists and engineers installed onto the advanced cyborg, they were able to revive Jane in her new body, given her lethal hi-tech gadgets and weaponry like various types of optics and her arms converting to anti-personnel machine guns; as well as superhuman abilities including super-strength, super-speed, hypersonic flight, spinning tornado abilities, and its' unique power, though not thoroughly tested in its' prototype stage, time manipulation. After months of rigorous training, Jane quickly adapts to her new body. With John's approval, she utilizes her capabilities to continue her service in the agency. She takes advantage of her newly found powers to moonlight as a superhero under the secret identity of Hyper-Bullet.
Jane is stoic and enforces strict ethics and etiquette on her agents. She develops a mature but unsavory habit of being a workaholic. Jane focuses more on her job than committing to her personal life and off-hour activities, making her a bit antisocial with some of her fellow agents. But she compensates for her flaws with her commitment to the occupation with an intense sense of justice and duty. Jane is a valuable leader in coordinating with her agents on the best way to succeed in operations with minimal loss of lives and equipment. When the clock is ticking, and lives are on the line, Jane, in her dual life as a resourceful agent and a superhero, can answer the call of duty to protect Earth and its future if she can have her on-again, off-again relationship with her perverted husband alive.
