I know it's not very artistic-like, but why don't you create a production line to produce the comic? Each artist will perform a specific duty to complete the art.
line art > colors> backgrounds> details> lighting> textures> special effects> text> final render.
All overseen by you to ensure quality. More detail, less time.
And any passionate artist would jump at the chance to collaborate with such a like-minded crew. Each artist could work on multiple projects to get out the door.
It cold be like the next Heavy Metal mag.
