Site-19 is dark, cold and utilitarian. Mostly underground and fortified for dealing with highly threatening Euclid and Keter anomalies in the ilk of 682, 939, 096, 106 and 173.

While Site-17 is warmer and more inviting, built to facilitate humanoid SCPs and their psychological needs. Even if they are not really free they have at least some comfort.
Site-17 proves to be the perfect containment ground for a growing sisterhood cut off from their superior. Not truly in their element, the Lost Sisters are trapped in their basic directives and baser desires, their potential not being at their fullest.

All studies should be held off until the Foundation gets them to their natural environment. In-the-wild research is the best way to obtain valuable data.
