This is Chiyoko Wato in wetsuit from the manga Mitsume ga Toru volume 9 (page 124).
In episode 24 of the 1990–1991 anime series, she wears a blue one-piece swimsuit and freedives in only a mask.
Now we know what kind of wetsuit she's wearing in the manga before the anime adaptation.
