Actually, that's an electo anomaly; very dangerous, unless you'r equipped with artifects that provide protection against electricity, or if you have a lot of spare bolts, and are a fast runner. The artifects this anomaly produces can, in Shadow of Chernobyl (artificts have different effects in different games), grant the user increased stamina, but they become less resistant to electricity.
...yes, I'm a S.T.A.L.K.E.R. fan, so sue me.

Like I said, those aren't live wires, it's an electro anomaly; it's like a miniture lightning storm. If an organic being (like, say, a human being), or a piece of metal (like a bolt), passes through the anomaly, the electricity is released. If you're caught in an electro, and you don't have proper protection, or you're too slow in running away from it, you're S-C-R-E-W-E-D!!! However, after the anomaly goes off, it'll take a few seconds before the anomaly will go off again; if you throw a bolt and set it off, you can run pass the electro.

Oh, sorry. If you'd said that in the first place, I wouldn't have made a spectacal of myself.
You should play S.T.A.L.K.E.R., it starts off slow, but when the action picks up, whoa nelly!

Another thing; if you ever do decide to play S.T.A.L.K.E.R., there's a mod for Shadow of Chernobyl called Oblivion Lost; I haven't been able to figure out how to install it, but I've a lot of good things about it.
