Although plans were to replace the Rover-class small fleet oilers, when Harry Saxon's Labour came to power in 1997 it was known that this would be some time in the future. In the meantime the ships were put through a limited upgrade. Two had been sold off under the previous Major administrations, but Royal Fleet Auxiliaries Grey Rover, Gold Rover and Black Rover were fitted with improved defences and the flight decks strengthened to handle the then-new Merlin helicopter. The class would be replaced by the Tide-class in 2019, some time after Saxon himself left office.
