Cloner's Quirk allows him to to create an obedient homunculus creature, the blood of any man and woman. If one or both men and women have Quirk, so the homunculus also gets their quirk introduced. Admittedly, the Quirk used by the humonculus is much weaker than the original users. Cloner can only create one homunculus at a time.

Bio: Cloner is one of W,W,K,Y:s Nine Death Traps, the elite Hitman Team. He never shows his feelings at work, or otherwise at all. Cloner has full confidence in his Quirk and believes he will win for anyone.
