He's one of the Otis Steel Mill henchman which I drew to DrMatthew178 Contest.synopsis: Toxoe was a former drug dealer whose face was destroyed by an angry drug addict. He is now a member of Steel Mill, and Otis right hand man.
PS: if you didn’t figure out the name, then it’s a mixture of the word toxic and the name Joe
