Ok so he belongs in an eldritch race who has the uncanny ability to shape-shift into sharks of different matter, and also counting a fact that they gain sustenance from souls and spiritual energy. But even if they don't go for a massacre trip, the members can last millenias.

Wraith is just another joe in the race, but he has the ability to control electricity at will since birth. Only years later he attained the 'Piercing Eye' (the one above in the picture is just a variation) which is rare among their members. The Piercing Eye gave him extremely refined control of electricity at the cost of huge energy requirement and probable tunnel-vision, though it's unknown how it acts among the members who has the same trait. Hundreds of years later, he had grown enough to transform into nearly identical matter just by looking at any object, which is a common trait in the race for whatever reason. Wraith used and uses it to this day to morph into Sonic the Hedgehog himself and nothing else to trick Mobians into thinking they're safe, obviously.

Wraith's electricity at base level is potent enough to cause a city-wide blackout, push and pull things, and even tear apart objects by its individual particles. Wraith at his disguised form is inhibited in terms of electricity manipulation, but for whatever reason he often goes around in this limited state. Unlike normal, his disguise form's electricity differs in color, being neon-blue instead of red.

Now, as established before, Wraith is in a shape-shifting race, meaning he can also transform into sharks. He prefers to become a Great White or a Hammerhead shark in this case. He can't shape-shift in his disguised form. In his shark state, his physical capabilities drastically increases, being able to soar at near-light speed, embody lightning itself to mow through objects with ease, stay suspended in the air, change his size, enter to an even more powerful electrified state and have a near-360° vision.

With that aside, his electricity can be charged enough to drive or nullify dark-matter particles away from each other, effectively destroying them as a side-effect of his travel through outer space. This is also a reason why he can't use chaos energy: the endless electrons around him just cancels said energy automatically.
