Roxanne bites onto engineer's other arm fully intending to rip it out too, until Roxanne can't penetrate the dispenser armor around Engie's arms. This give the Engineer the perfect time to strike back with a punch from his gunslinger hand which gives him enough time to get back up. But Engie gets too lost in the thought and surprise of his armor actually working that he didn't notice Roxanne coming in for a swipe until it's too late.
