Uh, no... Photoshop uses .PSD files. Just recently people have been uploading some obscure .pat file format that I can't open. I use Gimp 2.7.1 and Photoshop CS5.

pat file is a Photoshop pattern extension file so u cannot open in it but u can install through this method: [link]

You have to go to New layer>Pattern fill. at least that's how I've been doing it in CS4.
