Despite a subclause in the Ownership clause in the Terms of Use stating "PSA Content may not be placed on any piracy or other illegal websites or media outlets, and may not be used on any websites or media outlets that feature any pornographic, defamatory, or otherwise unlawful or immoral content.", there is no subclause regarding the requirement for all parties handling Ad Council PSAs to implement comprehensive measures to prevent these PSAs from being delivered outside the United States.

One theory about why the Ad Council allows its PSAs to be delivered/accessed outside the US is to showcase their work to the world; some time ago, I have reached the inescapable conclusion that the Ad Council has acknowledged that its PSAs were being delivered outside the US (especially online), yet the Ad Council chooses not to establish a policy to prevent this from happening.
