      He had one goal, bring balance to the world. He knew that there was no opposite to the elements of harmony, so he decided to create the elements of chaos! Now he made these by Discord's DNA by using magic to extract from the inside of the stone statue then made clones of himself and extracted his own DNA as well. The clones represented greed, gluttony, envy, and wrath. Jeff represented as the 2nd element, Power and the first element Chaos, Discord. He did this by being able to break out of his prison and decided to lie to him that he would destroy the 6 ponies he despises which he succeeded. But these elements had a greater importance, to change decisions and outcomes good or bad.

      His plan was this, to become king of Equestria and rule the land like it means business.  First he needs the mane 6 to fuse into one being and the only to do that is make sure the elements of chaos be in sync with the elements of harmony, which would help him overthrow Celestia.
