This is a concrete bridge beam being carried on a steerable jinker. Some poor person has to stand on the back of these to steer the rear of the load around corners. Road authorities sometimes keep the traffic lights green so they can power through without disrupting the traffic further by slowing down and speeding back up. The truck is a 1995 Volvo FH12 with the 12lt 420hp engine.
