Wakko Warner's going over the speed limit and using a mushroom, also known as violating the rules of driving. Pretty soon he'll end up in prison. Wakko's like SpongeBob who doesn't know how to drive a boat. Toadette doesn't seem to enjoy it. The blue shell is over the two and about to hit them. By the way, they're in 2nd place. Also, this took place in Bikini Bottom. Mrs. Puff wouldn't teach Wakko how to drive that boat. This ride just gets more worse.
