Here are the steps I took in creating this piece. Censored because it was originally posted to FB.
Step 1. Thumbnails & working out composition.
Step 2. Select the pose/best composition. Rough out values and gather reference if necessary.
Step 3. Refine greyscale sketch, get it as worked out as you can before coloring.
Step 4/5/6 Try different colors. I usually do this with a soft light or overlay layer.
Step 7. Pick preferred colors and start refining them, adding details.
Step 8/9 Refine and detail until you can't any more

If there is enough interest, in the future I'll make more tutorials and provide the refs and more detailed steps, including what brushes & photoshop layers/blending modes I use. It's hard because sometimes I forget to save screenshots along the way and I mostly paint on one or 2 layers.
