Plot:This film begins in New York City, Rico, a Siberian husky/Rottweiler mix (Micheal J. Fox). Rico comes to his best friend, Fido, an English dimwitted bulldog (Gino Conforti). Rico tells Fido of his backstory, when Rico was a puppy. He belonged to a family but was kicked out. Until then, he became a stray and was adopted by a pit bull named Barley. Barley died from a bunch of Doberman. Rico meets up with his second-hand-helper, an orphaned girl named Amber (Judith Barsi). They both see a Siberian husky named Sadie (Loni Anderson) and a Cocker Spaniel named Roxy (Sheena Easton), Rico asks who they are. Amber tells Rico that they just moved here, Rico decides to talk to Sadie. But Sadie is revealed that she’s pregnant with her first puppy.

Later on, The Foxhound Brothers. Rex (Adam West), Rover (Robin Williams), and Rusty (John Candy) tell their boss, Soto (Dwayne “The Rock” Johnson) an evil Doberman. Soto tells The Foxhound Brothers to bring Rico in.

Rico comes into Soto’s office, Soto tells Rico to bring him the money. And tells Rico if he doesn’t give him the coal hard cash soon, Rico is rat bait. Rico gulps nervously and tells Soto that he’ll do it, but Rico didn’t know he was being manipulated. Later, Amber and Fido are trying to find Rico, they find Rico. He tells them that they have to make money to give to Soto and tells them if he doesn’t get the money sooner, then they’re dead. Both Amber and Fido agree with that.

Later, The Foxhound Brothers are with Soto. Soto tells them the truth of that he’s raising money to prevent the dogs in being adopted to get revenge of what happened in his childhood, he was a junkyard dog once. And then, the other dogs bullied Soto because he was too small to be a junkyard dog. As an adult, he was expelled and became a bitter mean Doberman.

Later at night, Amber and Rico are setting up a party for the stray dogs. Even Sadie and Roxy were invited. Outside, Rico and Amber are outside looking at the stars. Amber tells Rico that she’s gonna be in the party real quick, and tells him she’ll give him a drink as soon as she comes out.

Rico is left outside, Sadie comes and asks him if she could sit next to him. Rico tells Sadie his backstory and says that he misses Barley so much, now it was Sadie’s turn to tell Rico what happened in her backstory. Sadie was married once, and they lived in a pound. But a massive storm came, Sadie and Roxy took shelter underground. But as soon as they got out of the underground, everyone was gone including Sadie’s husband.

Fido comes and asks Rico why they set up a party, and also tells him that they’re suppose to get the money and give it to Soto. Rico tells Fido that’s why they set up a party, so that they’ll get the money and give it to Soto.

The next morning, Roxy comes to Rico and tells him that Soto took the stray cats, Georgina, Catalina and every other cats. Sadie says that Soto took the kitten, Mittens too. Rico determines to rescue that cats on his own.

Later, Soto and his goons are in the layer. The cats are all tied up, as Soto attempts to eat the cats, Rico shows up. Rico is holding a suitcase, and tells Soto if he wants the money then he has to come and get it. Soto chuckles evilly, he grabs the suitcase. Soto’s plan succeeded, Rico doesn’t know why his plan succeeded. Soto tells Rico that he was only trying to use him to give the money so that he’ll start raising money to prevent all dogs from being adopted and make them as his discarded minions.

Rico was heartbroken that he fell for that, soon Rico’s friends Amber and Fido show up. Soto asks Rico if that was his army, the Soto hears revving of a car. It was The Foxhound Brothers! They must’ve redeemed themselves so they can help Rico out, Rex, Rover and Rusty drove all over. The final battle began, Amber helps untie the cats, Fido bites Soto’s goons’ tails, The Foxhound Brothers hit the goons on the head with their bats, and Rico is punching and and beating up the goons.

Soto was behind Rico, Fido howled to get Rico’s attention. Rico grabs Soto’s neck as he was jumping to kill Rico, Rico hits Soto on a car a prepares to punch him on the face. But Soto makes the most scared look, Rico stops and tells Soto to never come back. Amber tosses an old golf club, Rico uses it to hit Soto with it like a golf ball. Soto goes flying, Rico apologizes to his friends that he trusted Soto to give him the money. Amber and Fido said it was okay and that they knew the whole time.

Amber says that they better get going and get ready for the newest stray member, Rico doesn’t know what Amber was saying. Amber tells Rico that Sadie went into labor as soon as he left, Rico asks Fido if she’s okay. Fido says that she’s getting settled in right now, Rico tells his friends that they must hurry.

Later, they all went to the street on time. A stray cat named Cooper (Phillip Glasser) tells Rico he’s just in time. Rico comes to Sadie, she tells him that she was so worried about him. Roxy tells Sadie to breathe, all the stray pets were getting ready for the arrival of Rico and Sadie’s new puppy. Sadie gives birth to a baby boy puppy, Rico holds his new son in his arms. He asks Sadie what are they gonna name him, Sadie says maybe Barley. The Foxhound Brothers cry in tears of happiness, Rico says that it’s perfect to name their son Li’l Barley.

At the end, Rico looks up at the sky. He thanks his adoptive father and howls.
