βUniverse: Hero Universe βAt some point the United States implemented a specialized Meta-TaskForce (name subject to change) among the civilian populace's local police departments. This task force is trained and equipped to deal with threats posed by metahuman criminals and similarly dangerous threats when superheroes are not available to answer the call. This specialized branch of police departments is equipped with advanced technology comparable to military grade tech, though mostly it is designed to be non-lethal. An example is the seeker drone, a small levitating metal drone designed for tracking metahumans and is equipped with a powerful energy taser.
Lena is a young woman and member of Meta-TaskForce who spent several years in her local police department before specializing in and joining Meta-TaskForce despite the dangers, wanting to be a part of the action while doing her best to make a difference. At some point Lena was called into action after the mutant metahuman Alison Garsin (going by Swarm) fled police after a robbery of a local gas station. Tracking her to a warehouse with the help of her seeker drones, she took pity on Swarm letting her "get away", though kept an eye on her.
A few days later Lena approached Alison in the subway, making it clear she wasn't on duty. Seeing Alison as a victim, and well aware of the experiments she'd undergone by Doctor Silas Strandβshe decided to try and get a closer look into her life and hopefully help turn her away from her penchant for small crime. Taking her home, Lena learned of Alison's terrible living situation in a rundown roach infested apartment with barely running water. Afterwards Lena helped her out financially, earning some trust and eventually moved her into her own apartment (after clearing it with her department).
Over the next few months Lena and Alison became good friends, with Lena being a positive influence on her and a source of positive reassurance. Though Alison wanting to turn her life around, got an idea to try dipping her toes into being a hero for once after seeing a news report on several escaped supervillains. Seeing them as small-time, Alison as Swarm tried taking them on against Lena's advice. Among them were Lord Ogre, Venomancer, and Mad Shark. Swarm successfully managed to defeat Lord Ogre and Venomancer, getting a bigger head after each one while dealing with some common criminals as well.
Though things took a bad turn when Mad Shark learned of the previous two villains being apprehended with Swarm's help. Not impressed Mad Shark did a bit of digging, and managed to kidnap Lena. Holding her hostage and luring Swarm directly to him. Without hesitation Mad Shark brutally plunged a blade into Lena's chest before casting her aside to deal with Swarm. Enraged, Swarm after a fight took her first life, brutally killing Mad Shark. Seemingly too late to save her best friend, Lena died in Swarm's arms. Lena's apparent death and her first kill, leading to the beginning of Swarm's descent into becoming a serious and dangerous supervillainess. Trying to play the hero had cost her the one friend she had's life...
Unknown to Swarm though, Lena managed to survive albeit seriously injured from the ordeal. Her condition however was kept secret on orders of her department, who feared that Mad Shark's associates might retaliate if she didn't keep a low profile. After her recovery Lena could only watch from afar as her former friend was forced to deal with her grief as she went down a dark path.

Some more lore with Alison aka Swarm and a bit on how police realistically stand a chance in a world where superhumans are running around. This was actually from a fun story I was writing, but never finished. Obviously has a bad ending, though who knows maybe Lena will end up turning Swarm away from the dark path she's on in the future? Though I imagine after all the bad that happened to Alison, she would not take it well to learn her best friend is still alive and kept her distance.
