It's implied she was a bitch LONG before Equestria Girls.
I have a theory that Starlight didn't get her cutie mark until highschool, and because of that, ponies constantly bullied her, leading to her first outburst and accidentally stealing her class's cutie marks (getting her own in the process). I worked Sunset in because as a former manipulative bully, it might be the kind of thing she would know about.

Are you kidding Starlight is basically Sunset 2.0 in how they delusional, reformed, and working to make things right.

Starlight was manipulative and controlling, but only because she wanted affection.
Sunset was more of a cliche bad girl. Arrogant, condescending, and entitled.
Also, both keep different traits of their former selves. Starlight kept her guile and sarcastic humor, Sunset kept her anger and scientific curiosity.

Sunset's debut portrayal was a complete disaster, would have been better as a mix of both versions.
