Having successfully broken Agent May with tickle torture, Hydra located Shield's time travel technology at one of it's bases and set upon an ambitious plan to stop Shield in it's infancy. Hydra agents went back in time and captured Agent Peggy Carter. With the dual lasers device, the ticklish Agent Carter was laughing and almost breathless within 10-15 minutes. Her nylons offered no protection and made the tickle torture worse. Hydra had the upper hand.
