Description I wanted to get back into making Pokemon senshi again, and the first one I chose was Chandelure.  It is a Ghost/Fire type, with a base stat total of 520.  It evolves from Litwick at level 41, and again when Lampent is exposed to a Dusk Stone.  It has either Flame Body or Flash Fire, which may burn opponents who make contact, or absorbs fire attacks to power up its own, respectively.  It will rarely possess Infiltrator, which allows it to bypass barriers and substitutes before it does damage.  It used to have Shadow Tag, but there was no way for it to legitimately have that ability.

Chandelure has the highest base Special Attack stat of all non-legendary Pokemon, at 145.  This allows its Special Attack to reach a maximum value of 427!  For a non-legendary to pull this off, and for dethroning Alakazam for the title of highest Special Attack, that’s impressive.  The rest of Chandelure’s stats are mediocre at best.  Its stats are similar to one you’d find on a magician type of character, whose only strength is its magic power.  A glass cannon, if you will.  Taking it down should be no problem, but when those spells find their mark, they are going to hurt.

She was designed to look like a witch, with elements from Chandelure’s type and color scheme.  Rather than give her a tiara, I gave her a witch’s hat, which also improves her magic power.  This was inspired with the female mage artwork from Dragon Quest 3.  Her weapon is based loosely on the Fire Rod from the Zelda games, with the end of it resembling a candle, which Chandelure’s first from, Litwick, happens to be.  Her long hair is reference to Chandelure’s flames, particularly the middle flame.  Since she’s a witch, I gave her extra jewelry and makeup.  Even witches have to look good when going into battle.  With her fire motif, she’s literally a hot witch.

She has the ability to pass through walls, ceilings, and floors, which is a trait shared by all ghosts.  Anything she’s holding passes through as well.  Once she has you in her sights, she will not stop until she takes you down.  This is how Shadow Tag/Infiltrator would work in real life in my opinion.  She can also fly.  With all those factors in place, absolutely nothing will stop her from finding you.  “You can run but you can’t hide,” is practically her catchphrase.  If you ever have that nightmare where someone is chasing you, and you can’t get away from them, Sailor Chandelure takes it to new levels.  And once she catches up to you, don’t expect her to show mercy. 

Attacks:

Shadow Ball:  Sailor Chandelure sends a projectile of pure darkness toward her target.  It can pass through any materials and obstacles.  After it does damage, it covers the target in a dark aura, making them more vulnerable to magic.

Flamethrower:  Sailor Chandelure sends out intense flames from her staff.  Those it hits may be inflicted with a burn.

Energy Ball:  Sailor Chandelure draws power from her surroundings and fires it from her hands.  This attack does extra damage to aquatic and earth type enemies.
