OGAS [Общегосударственная автоматизированная система учёта и обработки информации / All-State Automatic System] was a project by Soviet matematician Victor Glushkov, to create a network of servers and computers between cities, universities and military bases across the USSR, much like the ARPANET project in the USA. Network links would have been created with already existing telephone infrastructure, and, according to Glushkov, it would have benefited the Soviet economy.

Unlike its American counterpart, the OGAS proposal was instead rejected several times (the last time being 1971) and never actually put into place. Computers remained pretty much isolated in the USSR until its fall in 1991, and the rise of modern Internet wired up the former Soviet countries.

In this AH scenario I created what could have possibly been OGAS if it was ever accepted.
