I think it's mostly the 4 main villains of DBZ, there's no contest but if you count the Movies Broly, Janenba and Cooler,Tarlos(i think, he's the evil version of Goku) are the coolest villains

I don't consider him a true villian since he doesn't stay that way. Frieza is powerful, calculating, and sadistic - by choice. That's why I consider him to be the best villian. Buu and Cell - and to a lesser extent, Vegeta - were created that way.

Yep, that's true. Vegeta is my absolute favorite character, and I define him more as an anti-hero (or Byronic hero) more than a villain: A character with a dark past and flawed personality who is nonetheless basically good.
