Random Idea bouncing around my head, couldn't bring myself to finish the bully. (Magic Taser called the "man-eater" probably belonged to the bully's mom)Will move it to scraps in a day or so.

True, but the kid wasn't a paramour, just sat next to Sakura. While there was no shortage of wannabe Boyfriends for the girl, the Bully was the worst of the lot.

It would have to depend on the results of PTA meetings, the expertise of the teacher, and the advance planning.
I'd be more worried about militant feminist groups waiting for him to do the F2M's first and then shooting him before he can do the M2F's...or reverse any of the changes.
I had a similar thought..."Surely Hogwarts would have a health class, these are adolescent mages, but also adolescent humans..." Then I also thought..."wait...we have Professor McGonagall who is highly disciplined, very professional, and a specialist in TRANSFIGURATION..." But I quashed that, because what could arise from a deep story would simply be rule 34'ed to death.

If I ran a magic school I would have several hidden cameras shielded against malicious magic and hacking.
That and several obvious ones as to fool the students. 
Was thinking of having the bully end up in trouble with the law on this one. 
Like I said, not a well thought out story so I was clearing it out of my head.

It was mostly to warm up and clean out my head of oddball stuff.
But if you want a Premise: Magic School (That also teach normal students that have been infected by magic) Top Mage girl Sakura sits next to an unnamed boy (the one on the left) while the school Bully who has a thing for Sakura gets pissed at the boy.
The bully does something about it.

No, it usually comes back in a much nastier way.
I think the last time, the bullies decided they weren't going to allow the old guy whose halloween decorations they were trashing to call the cops, so they broke into his house. Turned out he wasn't just going to the phone; he'd grabbed a shotgun along the way.

His dad was the chief of police or something like that, and the cops had a standing order to not mess with him or his friends when they were out committing criminal mischief.
