Yep, actually that'd be because the aberrations previously known as vampires managed to keep their number so low, and their impact so small for a little over three centuries that all the vampire hunters establishment thought they had finally got the job done.
This little story some time in the twenty fourth-fifth century would be after a sudden re-emergence of the threat. And their first large scale operation after coming out of hiding would have been to kill all the female potential slayers. That their little spies had kept track of for all that time.
Hence the need for a radical solution of finding a male carrier of the blood and changing them to activate their slayer status. n3n

Under the ground the fledgling pause, one hand thrust up into the open air. "Why do I hear someone humming "Another One Bites the Dust?" it thought right before it was yanked free of the grave. It out up a hell of a fight, but nothing it did seemed to hurt the latex (Latex? Really?) glad young woman who hit like a bulldozer.
"Bored now." was the last thing it heard before it felt a sharp pain through it's chest and then nothing.
Grinning happily Sara wiped the Vamp dust from her new super suit "Yeah, Ecto, the thing worked great. Tell Spark thank you for lending you the seed material, and ask her how soon the mask will be ready. I got Vamp dust in my hair again and you know how much of a pain it is to get out."

I first imagined the suit to be (literally) composed of blood from the vampires/monsters; then I thought of it to be a malleable material, which needed regular intake of monster blood to keep itself, and its user, in a good condition.
As for the mention to the previous huntress... I think that Castlevania´s Vampire Killer (passing down the Belmont family) did influence a little.

She looks really serene about this. I wonder if there's more going on here than necessarily a slaying. Maybe this is more like Masquerade where staked vampires get paralyzed (but are otherwise conscious and usually really pissed off), and she's a mage who needs some vampire blood for a spell?
Not like the vampire would be likely to survive anyway, but it would make for an interesting story.

"Ugh, why did mom have to insist that I use a stake?" Allison Summers groaned as she sat atop a moss-covered tombstone, waiting. "I say 'but it's the 21'st century mom! Why can't I carry a plasma gun like everybody else? And she's all like 'a stake to the heart is the only thing that works, because apparently it doesn't matter matter if you can shoot enough holes in them to see through to the other side, because obviously the only thing that'll really stop them is a piece of wood!"
Finished with her pouting, she closed her eyes and sat still, listening closely to the sound of the wind as it whistled through the graveyard. Despite being bored with the lack of action thus far, she found it surprisingly relaxing, the calm before the storm, she thought.
Ever since her Mom had decided she was ready to take up slaying, she had ridden her almost constantly about it. Always telling her about what she had gone through, how dangerous it was, constantly drilling into her head how she used to do things, what that she didn't have the benefit of modern technology like plasma weapons or laser knives (which, conveniently, were good for decapitations and toasting bread while slicing it). Alison had barely managed to convince her into letting her use her Nano-Tex armor, complaining that she was practically running around 'naked'. Once Alison had reminded her that the suit was capable of stopping knives and small caliber bullets, and the fact that it had nothing on it that could be snagged or grabbed by a vamp, she had conceded.
Suddenly, the dirt in front of her erupted, a pair of hands clawing their way out of the ground. With a playful smile, Allison rose to her feet, grasping the stake in her hand tightly.
"It's Slay-time!"

of course the real fun is that Vamps are know to the pubic now and have groups pushing for rights for them. and ther is the New Breed Vampires (post restoration of the Seed of Magic) that can transform into Giant bats Wolves are as hard to Stake as Turok Han AND on top of that DAYWALKERS! (alouth they now loose their other powers in day)
