I believe it's because most of the Fresh, In-Training and Rookies were already made by Zebub, and I quite like them, so I had no plans to remake those I like. Maybe it's because of it.
About the maximum level, it's because I'm currently focusing on the Champion and Ultimate sheets, so I naturally producing more of those, but with time I'll be doing more Mega and Jogresses
But I'll try to give more attention for them. Thanks for the feedback! ;D
