1. Please have some sort of Line art prepared.

I have really lazy line art of like stevonnie from Steven's Universe

2. Select Alpha is chosen. You have to do this mannually

3. Select a Color that you'd like to use and go over the line art with it + any tool of your preference.
I actually started playing around with gradients

4. You can separate your line art layers first, color them and then merge them later or just do whatever you want to.

I went over part of it with a chalk brush and I'll probably add a shadow underneath her hair.
