On the far left side, there should be layer things (new layers are a piece of paper) and one has a pen thing on it. Click that one, and thats the layer you draw on. Use the pen tool to draw the line, then hold down ctrl and dots should show

You can do that if you move around the dots alot. And there's a 'curve' tool

Are you on the linework layer? If so, then next to the layer section there should be tools
