Slightly different one here - this is Cee Overleaf, a character I designed as part of an exchange of sorts! You may have noticed that I have a fair few superhero/supervillain characters of a sort... and The Branch Manager is a character from that setting!
Essentially, myself an a few others had a 'villain roulette' - where we were to each design minor villain characters for each other's heroes! I wound up designing Cee Overleaf here as opposition to a couple of nature spirit heroes! Whilst at first seeming like an ally to them, and to nature, she's actually using her own connections with nature as a means of making profit, acting as a 'representative' of nature in the public eye to then perform back room dealings and sales of areas of land which... really aren't even hers to begin with. She uses a positive public perception to take advantage of her position and perform acts which, whilst not always illegal, are often morally dubious. By fighting against her, she casts the nature spirits as eco-terrorists, whilst further pushing the idea that she is the 'modern' spirit of nature. Who understands both the land... and the people living within it.
