Information: Otto was once the brother of a family of kelp farmers in the breech. He was a lot more technical than his brother and his family but he enjoyed to help regardless . They produced kelp for the breech and Pacifica Republica while selling exhaust to the Atlantic empire. However, this didn’t suit them so the Atlantic empire invaded! destroying the kelp forest and killing otto’s family... now the otter wanders the ocean floors with the rave riders plotting to exact revenge: favoring taking bounties of Atlantic empire residents.
