According to Empire Lore, when Ignis isn't worrying about sending prophetic messages, blazing his way through battles, or displaying his power in times of crises, there's no need for his fire to burn so strongly from within. As such, he has a "cooler", more dormant alternate form to use in times of peace. This is how he is perceived to look. This coat is more "solid" on the surface, with rock that has been allowed time to cool thanks to the smaller flickers of fire-tufts and sparser rivers of lava.
