It is there to protect against all art forms that exploit children (e.g. photos and the really raunchy definitely illegal stuff). There is a lot of debate going on about this, especially as to whether or not handrawn images count as child pornography (e.g. the lolicon stuff) since the characters depicted are not real and are in fictional situations.
