It was the idea of Joseph Chamberlain - he viewed the British Empire as a commercial trading bloc within itself, and urged policies that would promote this idea of imperial self-sufficiency. Rhodes was important as a leading imperialist in South Africa, but also in his promotion of the Rhodes Scholarships - he also hoped to one day have a hand in restoring the United States to membership in the British Empire (Chamberlain did push to make a diplomatic friendship with modern America when he was Foreign Secretary). Randolph Churchill (Winston's father) pushed imperialism too, but was more notorious for building up he Northern Irish Protestants as a Unionist enclave, and using it to prevent Charles Parnell's attempts at Home Rule for Ireland. I'm not quite sure how Labouchere fits in with the others.
