Originally titled 'Fagfacemcgee' but I didn't think that would be appropriate.

Used a lace texture by ~Stahhhscream (traced and free-hand impression) for the lace around the eyes.

The border was made up of the demon seal brushes by !Kiedra .

Edit: swapped a couple of layers - eyelashes are no longer on top of the hair (my god what was I thinking) and the glow effect is a little more dull.
