Well yes, I can see some connection there, but the same thing could be said about Naruto and Sasuke, or Chouji and Shikamaru, or Kiba and Akamaru (?) Lee and Gai (*shiver* but it is... Possible...)
Personally I see it as Naruto showed Garaa what friendship and bonds mean, however you're free to have your own opinions on the matter.
It seems to me that boy on boy relationships are very strong in the Naruto series, where as any plot point that has to do with female cast members save the fifth really have no relevancy (well, until recently with the suna obaachan and Sakura to some respects.)
Perhaps my argument is with Kishimoto himself, although the series has been loosing steam bit by bit since the end of the first season (with another ambiguos relationship, if not the most suspicious.)
And there was the scene where Naruto kissed Sasuke in the very beginning...
And there's the infamous "I want Sasuke's body" Orochimaru's been going on about...
And there's the relationship between Kabuto and Orochimaru...
