She's more passive than her friends, she doesn't like to fight. And besides, she pulled out her own arms to try and save Bonnie by slamming full speed into CC; I think that counts at least a little there.

she can be a lil more proactive when her friends are being attacked an shredded i know she was restrained but there was times when she wasn't restrained yet didn't fight back

I don't see what you mean by that, Chica was never an instant fighter; she didn't really get the chance to fight in the previous pages, either. In the first big fight, she was being held down by CC, then later on she decided to keep watch over Freddy while Bonnie tries to go out and fight back. After seeing all your friends get hurt like that in a big scene, I would assume that Chica wouldn't want to fight 4 on 1; she knew better than to make matters worse.
