This small and loud Pokemon was founding crying after hatching from a odd egg that was left with the Day Care near Mauville City. It's become rather popular with Guitarists in the region due to how the local Loudred and Whismur seem to enjoy making music with the young Pokemon. The poison that secretes from its poison sac can either be used by Toxel as a thin layer over it's skin to numb potential threats or it manipulates the chemical make up of it to produce electricity, though the electricity it makes isn't strong to do serious damage and simply leaves a tingling sensation.
