Trying to figure out baby boi Cerulean. Star freckles? Normal tear streaks? Stars as tear marks? I do know that that's how his soul looks. That little detail is set in stone. His face and other features, though. Hmm... I might leave his hands like that, since I made Static's hands solid black. I do like the gradient effect going from his hands up his wrists... I dunno. I'll get around to figuring out the canon for him, later. Aside from that, here's a small introduction to Static's baby bro!
