Crow is a Clocker in the Hazel District, the second district the Clockers get to. The District is zombie infested (and by zombies, I mean shadow-human hybrids that somehow merged and now eternally rot and seek human body parts and mechanical parts to replace falling limbs and human parts and do not "eat" people but tear them apart to fix their stuff back) and Crow opens up dungeons for people to hide in.
