He's a DS exclusive and he turns Sonic in to a giant red fireball, and you can use him to move around the area in the air. That's all I really know, because I don't exactly have the DS version (yet...). But it makes sense, right??
(In sweet mountain, there are popcorn vats, and you can go into them in that color form, and the popcorn pops, shooting you in the direction it's facing. That's one of it's in game uses that I know of XD)
