I love the colouring technique as well as the mix of coloured pencils and photoshop (you really don't want to know how long I sat there wondering what kind of medium you used to do the lines until I read some comments denoting that you used photoshop as well. that is what you used it for, right?).
I will, however, say that, in my opinion, there is something about the girl with "blond" hair behind her, maybe it's the face, that makes her almost stand out too much and steal the focus from Katie.

lol anyways, yeah I used photoshop for the soft-ness of the pic (reduced the noise) but everything else I drew by hand x3

This is very amazing. The way it is colored versus the lineart as well gives it a wonderful effect. Also the main subject is framed well by the crowd and is balanced very nicely. And the way it is shaded is also very exceptional. This is a great piece of art I tell you.
