Twilight Town, Traverse Town, and the Land of Departure are three of the worlds located in The Realm Between, but I personally think they're both closer to the Realm of Light. The World that Never Was is closer to the Realm of Darkness. This makes these worlds much harder to find unless you're being drawn to them somehow, or you've been there before. That allows for some measure of safety. I think that's one of the reasons why Twilight Town and Traverse Town "feel" so much like home; they're hidden from outside danger.
Riku's plan is to force a confrontation between the monsters and the humans to bring out any bad blood, so it can be dealt with. To do that, he intends to set up a situation where the humans (who are the aggressors in this case) are at a disadvantage.
