Twenty-two-year-old Billy Quizboy has a crush on the mean girl who works at the video store, circa 1995.
I've never seen a Billy romance story written. Like, every OC and "[your name]" wants to knock boots with his flashy pale roommate but leaves the hydrocephalic boy adult genius out in the cold, but what kind of weirdo would want to date Billy?
That's the jumping off point for the design of this character— to create someone he would realistically meet in his daily life and would want to hang out with him. To not be put off by his weirdness, this love interest would have to be kinda weird, too.
She also isn't much of a "details" person and explains away Billy's appearance by believing him to be a young tweenager with a fake ID (we didn't say "tween" in 1995), much younger than her 17 years despite his constant correcting her. She *thinks* she's corrupting a minor. He *knows* he's treading razor's edge not to commit an age-of-consent-gray-area faux-pas. It's a case of Schrödinger's Statutory.
I'm trying really hard not to make the grrrl into a self-insert or a Mary Sue, but make sure she belongs in their world. Kind of a dick, kind of a failure. Reflecting that post-Garafaloid '90s deadpan snark girl character that was everywhere in the decade. Your Daria. Your Enid Coleslaw. Very hip, crap pop-culture obsessed but also "over it.
