The first five years in the trailer, Billy had a day job at the local public library.

Someone put those baby barrettes on him as a joke to keep his stupid overgrown hair out of his eye

He wears a bandage to give onlookers hope that his eye suffered a temporary injury. (The eyepatch just invites pirate jokes.)

A job at the public library makes sense because as a government service they'd be more willing to hire a minor (even with high school diploma, he's only 16) and would be vigilant about non-discriminatory policies on hiring people with disabilities. Billy uses inter-library loan to get college and med school texts for his self-education, checking out a dozen every day. But the pay's still shit.
