He's the first boss you meet. The Scout Captain! He has this mafia-gangster/Classic Brooklyn-like voice.
I'd love for him to come back if the game ever gets picked up again. Maybe as an ally for a section? I don't know what would give him the change of heart though? Not much story to pull from for him.
P.S. The dude OK'd on the ground is one of his scouts.
