Well, it's just the process of laying two images on top of one another, using the same negative frame.
You can do more than two; you can overlap several images, but if you do too much, the negative will most likely turn out very dense.

There's a few ways to do this.
The way I did this particular photo was within the camera.
For multiple exposures, you simply don't wind the film forward after a single frame has been taken.
If you have a somewhat new SLR camera, you probably have a double-exposure function on it, in which case you can just select that and leave it up to the camera.
But even if you don't, it's pretty simple.
Just expose another image onto the same frame of film, before winding it forward to the next frame.

You can usually make some very interesting images if you have a good understanding of how the exposures coincide.
When you double-expose images on the film inside the camera, highlights dominate shadows.
In other words, of the two images, wherever there is black space on one, the image on the other negative will come through entirely. And wherever there is white space on a negative, it will overpower the image on the other negative.
With this in mind, you can carefully map out how each image will fit into the other.

You can also double-expose images in the darkroom.
I'll explain that to you as well, if you'd like.
But yeah, that's how it works.

I'm hoping to upgrade to medium format soon.
