Question: What determines a character’s accent? Toby: Nothing really, it completely random, Sonic was made in Japan, but his accent is English. I was built on sodor, but for some reason, mine is welsh. If you mean what determines a Chuggington characters accent, it depends where the voice box comes from. There just some who have bad stereotypes.
