I got the same impression. I love how it turned out, it's a really poignant piece. This may not have been the intent of the artist, but in many parts of the world poorer neighborhoods are juxtaposed with glittering highrises, and that's what I immediately felt when I saw it. Then I read the title and realized there is indeed a girl in one of the windows. Each of the buildings has a character to it, especially the one with the little girl.
