Honestly I don't have a formed opinion on the BillDip shipping myself. In my head, Bill would be the one who have a crush on Dipper and basically that's why he keep watching him all the time restlessly - besides preventing him from standing against him that is (tho deep down I bet he likes the little challange, even if for Bill Dipper don't represent a threat at all). In the other hand Dipper would be just, you know, creeped out because to him Bill is just a sick freak, other than him not swinging that way |'D Bill does have some twisted ways of showing affection... lol

It gives an excuse for pedophiliac ships, which are inherently abusive. Someone only ages up a character because they may feel they have to in order to avoid attracting negative attention. I don't know either character that well, but from what I gather, Dipper is a little boy and Bill is the antagonist who gives the impression of being much older.. Eh... I guess I don't really understand the ship too well, but whatevs. It's cool, I came off as too harsh to begin with.
